Kerala women’s welfare scheme registration set at Rs 40 at Akshaya centres in India

The Kerala government has fixed a service charge of Rs 40 for registration and associated services at Akshaya centres for a state womens welfare initiative, according to an official circular. The move standardises fees for applicants seeking enrolment and related documentation, and clarifies that scanning and printing will be charged at existing government rates.

The scheme offers monthly financial assistance of Rs 1,000 to eligible women who are not beneficiaries of other state social welfare schemes or pensions. The objective is to extend targeted support to economically vulnerable women across the state, with age eligibility set between 35 and 60 years. The scheme also explicitly includes trans women within its coverage.

Applications must be submitted through the ksmart.lsgkerala.gov.in portal. Local self-government secretaries will be the receiving officers for submissions, with Akshaya centres providing front-end support for registration, document handling and any allied services. The government circular makes clear that applicants will pay Rs 40 at Akshaya centres for the registration step.

Eligibility is linked to ration card categories. Holders of Antyodaya Anna Yojana (AAY) yellow cards and priority category pink ration cards are eligible to apply. The requirement that applicants must not be current beneficiaries of other state welfare schemes or pension programmes aims to ensure the assistance reaches those not covered elsewhere.

The announcement is intended to streamline access while keeping administrative costs modest for applicants. Akshaya centres, which act as citizen service points across Kerala, will collect the nominal Rs 40 fee for registration and may collect additional sums for scanning or printing, but these will follow existing government-prescribed rates. The standardised service charge should help applicants plan for the small outlay required to complete registration.

Officials said the scheme seeks to provide predictable monthly support to those who fall outside other welfare nets. By using the states existing local self-government machinery and the ksmart portal, administrators expect to process applications efficiently and reduce delays that commonly affect direct benefit programmes.

For many eligible women, the Rs 1,000 monthly assistance will offer temporary relief for household expenses and basic needs. The explicit inclusion of trans women is notable for expanding the schemes reach to a vulnerable group that has historically faced barriers in accessing state benefits.

Civil society groups and local officials will play a role in outreach to ensure eligible women are aware of the registration route, the modest fee and the documentation required. Applicants should consult their local self-government office or Akshaya centre for guidance on required documents and the application process through the ksmart portal.

The government circular brings clarity to the administrative side of the scheme by fixing the service charge and confirming that any additional scanning or printing costs will follow existing schedules. The measure is a small but practical step to operationalise the scheme and facilitate enrolment for women across Kerala.
