Delhi Development Authority (DDA) has announced a relaunch of its Transit Oriented Development housing scheme, Towering Heights, after the first round failed to attract expected buyers. The project at Karkardooma in east Delhi saw only 178 of 1,026 flats sold in the initial phase, prompting DDA to revise the sales model and open a second round with simpler allocation rules.

The second phase includes 741 two-bedroom flats offered on a first-come, first-served basis. DDA has published the scheme brochure and will upload it to its website on 8 January, the same day registrations will open at dda.gov.in and eservices.dda.org.in. Booking opens on 23 January and sales will continue until 31 March.
Applicants must pay a registration fee of Rs 2,500. Those already registered on the portal need not pay the fee again. For retail buyers, a booking amount of Rs 400,000 per flat is required. DDA has stated there will be no cap on the number of flats a purchaser may book. The booking amount is non-refundable but will be adjusted against the final sale price if the flat is allotted.
In the earlier e-auction, many flats failed to receive bids. Of the original 1,026 units, 200 did not go to auction and only 178 were ultimately sold. In response, DDA has shifted from an e-auction process to a simpler sales method intended to increase participation and provide clarity on allocation.
All flats are at the construction stage, with DDA reporting more than 90% of work complete. The scheme includes a dedicated provision for government and institutional bulk allotments. A total of 107 flats across the RH-2 block towers (Peer Panjal, Vindhya, Shivalik and Satpura) have been reserved for ministries, departments, universities, public sector undertakings and autonomous bodies. The minimum bulk purchase is set at 10 flats, and DDA will attempt to allocate bulk units within the same tower where possible.
DDA retains the right to accept or reject any application without assigning a reason. The authority has framed rules and conditions for allotment which are available in the uploaded brochure and on the e-services portal.
