Russia Prosecutor Takes Charge After Mass Delays at Pulkovo and Khrabrovo Airports

The North-West Transport Prosecutor has taken personal control of the situation following widespread flight delays at two Russian airports, Pulkovo in Saint Petersburg and Khrabrovo in Kaliningrad. Authorities say the delays, affecting dozens of flights, are linked to adverse weather conditions and late-arriving aircraft.

Pulkovo flight delays prompt prosecutor oversight

According to the press office of the North-West Transport Prosecutorate, more than 30 flights scheduled to depart from Pulkovo have been delayed. Affected destinations include Kaliningrad, Murmansk, Moscow, Ufa, Arkhangelsk and Dushanbe. At Khrabrovo airport in Kaliningrad, officials report that more than 20 flights have been held up.

The prosecutorate stressed that the primary drivers of the disruption are unfavourable weather and the late arrival of aircraft from previous sectors. Flight operators and airport services are coordinating to manage passenger flows and rebookings, while ground handling teams prioritize safety and operational checks before departures.

Operational response and passenger guidance

Teams at both airports have increased staffing levels to assist passengers, update flight information and provide logistical support. Passengers affected by cancellations and lengthy delays are being offered rebooking options and assistance where airline policies permit. Those with immediate concerns can expect information points at terminals to be staffed around the clock.

The North-West Transport Prosecutorate has opened a mobile reception and made a dedicated telephone line available 24 hours a day for passengers wishing to file complaints or request assistance. The number is +7 (911) 973-22-00. Officials said that complaints will be registered and reviewed as part of the oversight measures.

What to expect next

Investigations by the prosecutorate will focus on whether airlines and airport operators complied with safety and consumer protection obligations during the disruption. The oversight is intended to ensure transparency in how delays are handled and to protect passenger rights.

Prosecutor Vladimir Vladimirov has placed the situation under his personal control, underscoring the regional authority’s priority to resolve the issue swiftly and to minimise further disruption. The prosecutorate’s involvement typically aims to verify that procedures were followed and that passengers receive appropriate remedies where obligations have not been met.

Air travellers in the coming days are advised to check flight status directly with their airline and to monitor official airport channels for updates. Where possible, passengers should allow extra time for transfers and follow instructions from airline and airport staff.

While weather-related delays remain outside the direct control of airport operators, timely communication and effective passenger care are central to reducing the impact on travellers. The prosecutorate’s oversight should help ensure that those elements are given adequate attention until normal operations resume.
