Brazil Sends Aid to Cuba After Hurricane Melissa

Brazil delivered humanitarian aid to Cuba this week, reinforcing a pattern of bilateral support that Brasília describes as part of a long-term policy of solidarity and cooperation. The first tranche of supplies was handed over in Havana as officials acknowledged ongoing challenges delivering assistance to the hardest-hit communities in eastern Cuba.

At a ceremony held at the Ministry of Foreign Trade and Foreign Investment, Brazil’s ambassador to Cuba, Christian Vargas, presented 50 water purifiers, 10 tonnes of dehydrated food and strategic medicine kits intended to benefit more than 5,500 people affected by Hurricane Melissa. The donation follows appeals for aid from the provinces hit by the storm more than two months ago.

Vargas said the shipment was not an isolated gesture. He told state media that Brazil’s support forms part of a “permanent policy of solidarity and mutual cooperation” and previewed a further delivery of more than 20,000 doses of the BCG vaccine for tuberculosis treatment scheduled to arrive in January 2026.

The ambassador highlighted that, since his arrival in Havana in 2023, Brasília has relaunched more than ten technical cooperation projects across health, education and agricultural production. Previous donations have included medicines for tuberculosis and hepatitis, dialysis supplies, paediatric vaccines, antibiotics and 300 solar panel systems.

Despite those steps, the humanitarian need in eastern Cuba remains acute. Local reports and independent observers describe daily life in affected areas as marked by shortages and food insecurity. Civil society groups and the Catholic Church have played a leading role in relief efforts amid concerns that some earlier donations failed to reach intended recipients because of bureaucratic bottlenecks.

Cuban officials received the aid during the handover, with the first deputy minister for foreign trade, Carlos Luis Jorge Méndez, joining the ambassador in calling for deeper economic and commercial ties. Both sides said they planned to explore additional opportunities for bilateral cooperation, reflecting a broader warming of relations under President Luiz Inácio Lula da Silva’s administration since 2023.

Observers note that while diplomatic engagement has intensified, the volume of Brazilian investment in Cuba has not matched levels seen during earlier Brazilian administrations. Brazil’s renewed diplomatic focus on Havana coincides with the wider role of Brazil and other BRICS members in alternative multilateral institutions such as the New Development Bank, currently chaired by former Brazilian president Dilma Rousseff.

For Cubans in the hurricane’s path, the immediate priority is relief and restoration. The government has urged patience and resilience, but critics say official rhetoric has not always aligned with on-the-ground reality. The new Brazilian shipment will be welcomed by many families, yet effective distribution and transparency will determine how much of a tangible difference it makes.

Looking ahead, Brasília’s pledge of medical supplies and vaccine doses signals an intent to remain engaged with Havana beyond a single emergency. How that engagement evolves will depend on the practical outcomes of cooperation projects, the capacity of Cuban authorities to channel aid to those in need and the wider political and economic choices both countries make in the years ahead.
