The Ministry of Communications saw two of its programmes receive national and international recognition in 2025, underlining Brazil’s continuing push to expand digital access and skills. The Computadores para Inclusão programme won the CONIP Award for Excellence in Public Management in the Service to the Citizen category, while Internet Brasil reached the final of the Conecta Latam Awards in Panama for digital transformation.

Brazil digital inclusion programmes win national and regional awards

Both initiatives aim to reduce barriers to connectivity and digital literacy across Brazil. The Computadores para Inclusão programme, operating for more than 15 years, refurbishes equipment discarded by public bodies and private firms and repurposes it for learning and vocational training. Beneficiaries include public schools, indigenous communities, quilombola territories, rural settlements and social projects, with computers also used in technology training courses for young people, adults and older citizens.

Internet Brasil distributes free mobile broadband SIM cards to students in the public school system and their families. Eligibility requires registration in the federal CadÚnico system. In 2025 alone, the initiative delivered over 160,000 chips nationwide, expanding online access for education, telework and public services.

Minister of Communications Frederico de Siqueira Filho said the awards validate the government’s direction. “These recognitions reflect our commitment to foster a more connected and digitally capable society. Winning and being a finalist in respected awards shows we are on the right path. In 2026 we will continue to deliver tangible results that improve the daily lives of Brazilians,” he said.

The CONIP Prize for Excellence in Public Management has recognised public-sector initiatives since 1998 that leverage information and communication technologies to modernise services and strengthen citizenship. The award accepts entries from administrations at all levels as well as public agencies and foundations.

Conecta Latam Telecom’s Conecta Latam Awards spotlight projects across Latin America that promote innovative technology and connectivity with a social or sustainable development impact. Internet Brasil’s presence among the finalists highlights the programme’s regional relevance and the role of large-scale public initiatives in reducing the digital divide.

Policy analysts say such recognitions can boost the visibility of public programmes and encourage replication or collaboration with other countries. Brazil’s combination of hardware refurbishment and targeted connectivity subsidies addresses both equipment and access—two frequent obstacles in low-income and remote communities.

Looking ahead, the Ministry has signalled plans to expand both programmes’ reach. Officials say further partnerships with local governments, civil society organisations and private donors will be pursued to scale training courses, distribute additional devices and increase broadband access. The awards are expected to strengthen the case for continued investment in digital inclusion as part of broader social and economic development strategies.
