Odisha Aims for Top-Five Developed State in India by 2036 with 15-Point Roadmap

Odisha’s state government has unveiled a 15-point administrative roadmap designed to drive accelerated growth and place the state among India’s top five developed states by 2036. The plan, announced by Chief Minister Mohan Majhi and formally conveyed to the newly appointed Chief Secretary Anu Garg, emphasises faster project delivery, industrial expansion and strengthened public administration.

The government said the strategy will pursue a mixed-economy model that combines public sector efficiency with private investment-led growth. Ministers stressed that maintaining investor confidence hinges on prompt decision-making and streamlined administrative procedures.

Odisha development plan: key measures and timeline

The 15-point agenda prioritises industrial growth and faster clearances at district level. District collectors have been instructed to fast-track administrative and development-related processes to minimise delays, particularly for investment proposals and public service delivery. Time-bound execution of projects is a central pillar of the roadmap, with clear deadlines expected for major initiatives.

Another prominent measure is manpower strengthening. The administration has been tasked with filling vacant government positions within the next two years. Officials say that reducing vacancies will improve service delivery and administrative efficiency, allowing departments to implement programmes more effectively.

The directives were issued shortly after Anu Garg assumed office as Odisha’s first woman Chief Secretary. The Chief Minister underlined that the Chief Secretary’s role in coordinating departments and translating policy priorities into measurable outcomes will be critical to achieving the state’s development vision.

Officials also recalled the broader Odisha Vision 2036–2047 framework, which sets long-term benchmarks across sectors. The Chief Secretary had previously noted that coordinated executive action and consistent monitoring will be essential to meet those benchmarks over the coming decades. The new 15-point roadmap is intended to operationalise the early years of that framework.

Key elements of the plan include simplifying clearance processes for new investments, strengthening district-level governance to reduce procedural bottlenecks, and ensuring faster land and statutory clearances for industrial projects. The state government has signalled that these measures will be accompanied by reforms aimed at improving transparency and accountability in project implementation.

Economic officials said the focus on private investment seeks to complement public initiatives in infrastructure and public services. By fostering a predictable regulatory environment, the government hopes to attract manufacturers and service-sector firms, while ensuring growth benefits reach a wide cross-section of the population.

Analysts welcomed the emphasis on administrative reform and manpower strengthening but cautioned that delivering on targets will require robust monitoring and timely course correction. They noted that district collectors will play a decisive role in translating state-level directives into on-the-ground action.

With the roadmap in place, Odisha expects an initial phase of accelerated approvals and project starts that can build momentum towards the 2036 target. The coming months will test the administration’s capacity to convert policy goals into measurable outcomes and to sustain investor confidence while delivering inclusive growth for the state’s residents.
