Indian tobacco manufacturers saw heavy selling as the government confirmed a new excise regime that will raise duties on cigarettes from next month. The Finance Ministry order, issued late on Wednesday, sets excise levies between Rs 2,050 and Rs 8,500 per 1,000 sticks depending on product length, effective 1 February.

The change is part of a broader shift in taxation after Parliament in December passed the Central Excise (Amendment) Bill 2025, which replaces a temporary compensation cess on tobacco products. Market participants expect the higher levies to push up retail prices and, in turn, weigh on volumes for leading firms. Shares of ITC fell as much as 6% on the National Stock Exchange, touching levels not seen in nearly three years, while Godfrey Phillips plunged more than 10% to an eight-month low. VST Industries also declined, albeit more modestly.
The sell-off in ITC accelerated after reports of a block deal involving roughly 4.03 crore shares — about 0.31% of equity — worth Rs 1,614.5 crore at Rs 400 apiece. Brokers said the combination of fresh policy news and the large block trade amplified downward pressure on the stock.
Analysts noted that, even after the new levies, total taxes on cigarettes in India will remain below the World Health Organization’s recommended threshold. A Reuters analysis cited in the order indicated taxes currently account for about 53% of retail prices, short of the 75% benchmark that health authorities suggest to discourage consumption.
For investors, the fiscal intent is clear: the change will raise government receipts from sin goods while simplifying the levy structure by replacing the temporary cess. For tobacco companies, the immediate concern is the impact on demand and margin management as higher duties translate into costlier cigarettes for consumers.
Trading data showed Godfrey Phillips shares were down 10.12% at Rs 2,482.80 at one point, paring an intraday low of 10.4%. ITC traded around Rs 375.75, down 6.76% from the previous close, while VST Industries was trading near Rs 252.05, off just over 2%. By contrast, the benchmark Nifty 50 was modestly higher on the day.
Sector strategists said the extent of future pain for manufacturers will depend on companies’ pricing responses and consumer sensitivity to higher prices. Cigarette makers may look to adjust pack sizes, introduce new price points or accept short-term volume declines to preserve margins.
Longer term, the shift highlights a government focus on revenue mobilisation from tobacco while maintaining public-health goals. Investors will be watching upcoming quarterly results and management commentary for indications of how companies plan to cope with the new tax regime.
