Uttar Pradesh Announces Major IAS Transfers on New Year’s Day

The Uttar Pradesh government issued a significant set of administrative orders on the first day of the new year, transferring 21 Indian Administrative Service (IAS) officers and assigning them fresh responsibilities across several key departments. The reshuffle, announced by the state secretariat in Lucknow, includes appointments to electoral administration, education, health, revenue and urban development.

Uttar Pradesh IAS transfers highlight major appointments

Among the notable postings, Akhand Pratap Singh has been appointed Secretary of the Uttar Pradesh Election Commission and Additional Chief Electoral Officer of the state. Neha Sharma has been given the charge of Inspector General of Registration, while Monica Rani takes over as Director General of School Education, Uttar Pradesh. The changes come as part of routine administrative realignment and strategic placements aimed at strengthening departmental leadership for the year ahead.

Other senior appointments include Yogesh Kumar as Commissioner and Registrar of Co-operatives; Aparna U as Principal Secretary, Revenue Department; and Dr Sarika Mohan as Secretary and Director General of Medical Education. S.V.S. Ranga Rao has been named Principal Secretary for the Reorganisation, Coordination, National Integration and General Administration Department, and Naveen Kumar G.S. has been appointed Member of the Judicial Revenue Council and Director of the Land Administration Revenue Council.

The transfers also place Bhawani Singh Khangaraut as Secretary of the Finance Department, Arun Prakash as Special Secretary in the Revenue Department, and Ravindra Kumar Pratham as Secretary of the Urban Development Department, Revenue Mission Director of AMRUT and Managing Director of Uttar Pradesh Jal Nigam (Urban). Divya Prakash Giri was named Secretary of the Public Works Department.

In the irrigation and water resources sector, Krishna Kumar has been assigned as Secretary and Chief Executive Officer of the Prime Minister’s Agriculture Irrigation Scheme, along with other regional responsibilities. Sudha Verma and Sandeep Kaur have both received senior revenue and finance postings respectively, while Renu Tiwari will serve as Special Secretary of the Women Welfare Department and Secretary of the State Women’s Commission.

Rajendra Singh II retains his current role with additional charge as Secretary of the Uttar Pradesh Scheduled Castes and Scheduled Tribes Commission. Sanjeev Singh has been appointed Director of Social Welfare and Managing Director of UPPCL’s state development arm, and Dr Vandana Verma will lead the Directorate of Women Welfare and serve as Managing Director of the Uttar Pradesh Women Welfare Corporation. Umesh Pratap Singh picks up additional charge as Director of Backward Classes Welfare and Managing Director of the Backward Classes Finance Development Corporation.

Implications of the reshuffle

The transfer list underscores the state government’s emphasis on continuity and capacity in departments that directly affect public services, including education, health, revenue and urban infrastructure. The inclusion of eight women officers among the 21 transfers signals a continued presence of senior female administrators in Uttar Pradesh’s governance structure.

Officials say such reshuffles are intended to align administrative leadership with departmental priorities for the coming months, particularly as the state focuses on delivery of public services and implementation of central and state schemes. Observers note that strategic postings in revenue, urban development and social welfare will be closely watched for their impact on service delivery and programme outcomes.

Government orders detailing the transfers are effective immediately. Departments will now begin the process of handing over responsibilities and ensuring continuity of operations under the new leadership.
