Uttar Pradesh is emerging as one of India’s most dynamic telecom markets as mobile, broadband and fixed wireless access services expand across both urban and rural areas of the state. A release from the Uttar Pradesh Information Department said that government policy support and private investment are fuelling the rollout of networks and services, helping the state claim a prominent place among the country’s leading telecommunications markets.

According to Telecom Regulatory Authority of India (TRAI) figures cited in the release, the total number of wireless mobile subscribers in India reached 1,173.88 million in November 2025, up from 1,171.87 million in October. The state’s two licensed service areas, Uttar Pradesh East and Uttar Pradesh West, account for a substantial portion of that activity. Porting requests remain high, with 1.97 million recorded in UP East and 1.35 million in UP West during the month, signalling strong consumer demand and competitive market dynamics.

Uttar Pradesh telecom growth strengthens digital access

Fixed wireless access, particularly 5G FWA, is gaining traction in the state. By the end of November 2025, India had 10.41 million 5G FWA subscribers, including 0.79 million in Uttar Pradesh East and 0.62 million in Uttar Pradesh West. The addition of thousands of new subscribers in a single month indicates that high-speed internet is reaching more households and public centres, including remote villages.

The state government points to these figures as evidence that its digital connectivity policy is delivering tangible benefits. Improved access to reliable broadband is opening opportunities in education, remote healthcare, and employment. Schools and colleges can adopt blended learning models, telemedicine can reach underserved areas, and small businesses can better tap digital markets.

Wireline services have also shown visible growth. Nationally, wireline subscribers stood at 47.05 million by the end of November 2025, and demand for wired connections remains robust in Uttar Pradesh. Government offices, educational institutions, industrial units and urban residences continue to seek reliable wireline connectivity, particularly where secure and stable links are required for e‑governance and enterprise applications.

Active mobile subscriber numbers rose to 1,090.91 million in November, an increase on the previous month. The expanding role of mobile networks is apparent across areas such as digital payments, online public services, e‑education and telemedicine. Analysts say the combination of policy measures, targeted infrastructure investment and competitive operator behaviour is improving both coverage and service quality.

Industry participants welcome the trend but caution that sustaining momentum will require continued focus on rural rollout, spectrum availability and last‑mile connectivity. Investment in backhaul and power resilience remains important to ensure consistent service in less accessible areas. Regulators and state authorities are expected to continue co‑ordinating on permits and incentives to accelerate deployments.

For consumers and businesses in Uttar Pradesh, the near-term outlook is favourable. Expanding 5G FWA and stronger wireline networks should support productivity gains and broaden access to digital services. For the telecom sector, the state’s growth offers a large and increasingly active customer base that is likely to attract further capital and innovation in the months ahead.

Key Takeaways:

  • Uttar Pradesh records strong mobile and 5G FWA uptake, driving digital inclusion across urban and rural areas.
  • TRAI data for November 2025 show increased wireless subscribers and high porting activity in UP East and UP West.
  • Wireline demand and e‑governance rollout are strengthening connectivity for government, education and industry.
  • Policy support and private investment are credited with accelerating telecom infrastructure and services.
