Brazil Industrial Policy 2025 Drives Trade and Investment Surge

Brazil’s Ministry of Development, Industry, Commerce and Services (MDIC) recorded a year of notable gains in 2025 as the government pressed ahead with the Nova Indústria Brasil (NIB) agenda. The ministry reports that financing through the Plano Mais Produção reached R$643.3 billion, of which R$588.4 billion has already been deployed to 406,000 industrial projects across the country. The measures aim to strengthen export capacity, attract foreign investment and modernise industry while supporting decarbonisation and digitalisation.

Brazil industrial policy 2025

The NIB combines six missions covering agroindustry, health, infrastructure, digital transformation, bioeconomy and defence. Allocation highlights include R$125.7 billion for agroindustry, R$254.4 billion for infrastructure, and R$99 billion for digital transformation. The ministry points to a sustained rise in industrial output: manufacturing revenue grew 5.6% in 2024 and continued to expand into 2025.

Policy measures targeted both demand and supply sides. The Carro Sustentável programme cut the IPI for entry-level vehicles, boosting domestic sales, while a new national datacentre policy and Redata initiative aim to anchor investment in semiconductors, cloud services and related supply chains. Incentives for the acquisition of advanced machinery, including robotics and IoT, and a suite of credit lines emphasised digital and green transition projects.

Trade, investment and BRICS cooperation

On trade, the MDIC advanced negotiations and agreements that expand market access for Brazilian exporters. The signing of a Mercosur free trade agreement with the EFTA countries and progress on Mercosur–EU talks are set to lift the share of Brazilian exports covered by tariff preferences from 12.2% to about 30%. The ministry also reports deeper strategic cooperation with China, including R$5 billion in technology partnerships and R$27 billion in Chinese direct investment across infrastructure and high-tech projects.

Foreign direct investment rose to US$84.1 billion between January and November 2025, the highest in a decade. Export promotion instruments such as BNDES Exim and Proex have expanded support for micro, small and medium exporters, while ApexBrasil-led projects and ZPE approvals are expected to generate new export revenues and thousands of jobs.

Industrial competitiveness and sustainability

Alongside financing, the government pursued measures to reduce bureaucracy and protect domestic industry. Repeated defence measures against surges of imports and targeted tariff adjustments for selected steel and chemical products were complemented by simplification initiatives such as the Portal Único do Comércio Exterior and a digital certificate of origin to speed export processing.

Environmental and low-carbon priorities also featured in 2025. Investment in biocombustibles, the launch of a national decarbonisation strategy for industry and funds for green mobility signalled a push to align industrial growth with sustainability goals. Programmes to develop lithium, rare earths and battery cell production are intended to capture higher-value segments of global supply chains.

MDIC officials highlight that the combined approach—financial support, regulatory reform, trade diplomacy and green transition policies—seeks to make Brazil a more competitive and export-oriented industrial economy within the BRICS partnership and global markets. With unemployment at historic lows and record employment figures, the ministry argues the strategy is beginning to deliver both economic and social dividends.
