Gujarat to Host Indian AI Research Organization at GIFT City with Rs 300 Crore Outlay

Gujarat will establish the Indian AI Research Organization at GIFT City, the state government announced, with the centre scheduled to begin operations on 1 January 2026. The initiative, disclosed by Chief Minister Bhupendra Patel on X, sets out a five-year plan with an estimated allocation of Rs 300 crore and a public‑private partnership model that includes equal participation from the Government of Gujarat, the Government of India and industry partners.

Indian AI Research Organization to begin operations in 2026

The new body, to be known as IAIRO, will be constituted as a Special Purpose Vehicle and operate as a national, non-profit, multidisciplinary research hub. According to the announcement, its remit will cover advanced AI research and development, creation of AI-driven products and solutions, capacity building, and policy-oriented studies. The Government of Gujarat said leading pharmaceutical firms, organised under the Indian Pharmaceutical Alliance, have signed on as anchor private partners.

IAIRO will adopt a hybrid compute architecture that blends on‑premise GPU infrastructure with national platforms such as IndiaAI Cloud. Officials say this will provide scalable and secure computing capacity for research teams, startups and industry collaborators while linking to broader national infrastructure.

Chief Minister Patel framed the initiative as a step to deepen collaboration between academia, startups, industry and government. He described IAIRO as a vehicle for producing skilled human capital, accelerating product development, and supporting policy research that informs regulation and public adoption. The state government added that Gujarat will be the first state to set up this type of institution on a PPP basis.

Under the plan, IAIRO will pursue multidisciplinary projects across sectors such as healthcare, education and agriculture. The involvement of major pharmaceutical companies suggests an early emphasis on applications in drug discovery, clinical data analysis and health‑tech solutions, while partnerships with academic institutions are expected to foster research and training pipelines.

Planned governance arrangements name the centre as a Special Purpose Vehicle with equal representation for the state, the centre and private partners. Proponents say the structure aims to balance public interest with industry agility and investment. The Rs 300 crore estimate covers the first five years of operations and will be supplemented by contributions and grants from participating industry bodies and institutions.

Observers noted the timing and placement at GIFT City is significant. GIFT City is already a financial and technology hub, and locating IAIRO there is intended to attract both domestic and international talent and investment. Officials believe the centre will reinforce Gujarat’s ambitions to become a national and global technology hub and help India scale indigenous AI capabilities.

IAIRO’s stated objectives include advancing research that can be commercialised, training a new generation of AI practitioners, and producing policy research to guide regulators and public institutions. The centre’s hybrid compute model and PPP governance are designed to allow rapid prototyping while aligning outputs with national digital infrastructure.

With operations due to start in early 2026, next steps will include finalising the SPV structure, confirming anchor partner agreements, appointing leadership and defining initial research programmes. Authorities said further announcements will follow as partners formalise their commitments.

Key Takeaways:

  • Gujarat will set up the Indian AI Research Organization at GIFT City, operational from 1 January 2026.
  • The project is a public-private partnership with a Rs 300 crore outlay over five years and anchor industry partners including the Indian Pharmaceutical Alliance.
  • IAIRO will be a national, non-profit multidisciplinary AI research hub focusing on advanced research, products, capacity building and policy research.
  • The organisation will use a hybrid compute model combining on-premise GPU infrastructure with national platforms such as IndiaAI Cloud to support scalable innovation.
