Xi warned against short-termism, falsified records and superficial projects, and called for a differentiated evaluation system that rewards substantive outcomes.

Central to the meeting’s agenda was a focus on people’s livelihoods. Measures mentioned range from urban and rural income enhancement plans to consolidating gains made in poverty alleviation, and from stabilising and expanding employment to adjusting the distribution of educational resources. Local officials are expected to set the standard for success not by short-term headline statistics but by the number of practical improvements delivered to communities, whether that is jobs created, services improved or risks reduced. The conference called for officials to address pressing local problems with care and determination, directly responding to citizens’ urgent concerns.

Implementation should be grounded in realism and sustained effort. The conference urged planners to be honest in projections and to pursue quality and sustainability in economic outcomes. It rejected approaches that inflate figures or that prioritise appearance over substance. Units and individuals that pursue reckless or unrealistic projects, or that stack up tasks beyond capacity, will face strict accountability.

Officials were encouraged to maintain momentum and a culture of responsibility: to align incentives with long-term development goals, to strengthen the capacity to tackle complex issues, and to collaborate across departments to overcome obstacles. The leadership invoked a spirit of steady persistence, asking cadres to tackle problems with the same focus as driving nails — persistent, patient and precise — so as to break through barriers and create measurable improvements.

As China seeks to meet its social and economic targets next year and to ensure a strong start to its 15th Five-Year Plan period, the central message is clear: policy credibility rests on delivery. By promoting a correct view of political achievements and emphasising practical, people-centred governance, the leadership aims to ensure that central decisions yield tangible benefits and that officials are held accountable for the outcomes of their work.
