Abia to Invest N5bn in Manpower Development in 2026, Nigeria

Abia State Governor Alex Otti has announced a N5 billion commitment to manpower training and development in the 2026 fiscal year as part of a broader programme of reforms designed to stabilise and grow the state’s economy. In his New Year broadcast titled “Rising to the Opportunities and Challenges of the New Year,” Otti said the funding will underpin efforts to professionalise the public service and improve the delivery of services to citizens.

Abia manpower development to receive N5bn in 2026

The governor said the N5bn allocation is intended to ensure that public sector reforms are sustainable by equipping institutions with staff who can interpret and execute their mandates effectively. He added that, from January, the state will begin to redirect its system of deployment so that individuals are posted only to offices where they can function, create value and raise overall service performance.

Otti outlined several concurrent priorities for 2026. The administration will step up efforts to expand housing supply through partnerships with federal agencies and private-sector real estate developers, targeting tens of thousands of families and businesses. The first phase will focus on low-income housing to create leverage for institutional investors to enter higher-end markets.

Education remains central to the administration’s agenda. The governor confirmed that 20 per cent of the 2026 budget will be allocated to basic and post-basic education, continuing the trend from 2024 and 2025. Planned measures include restoring and upgrading science and technical secondary schools into centres of excellence, introducing stricter supervision to tackle indiscipline and truancy, and turning classrooms into more participatory learning environments.

The government will also begin to address long-standing financial obligations by offsetting accumulated gratuity arrears dating back to the early 2000s. Transport infrastructure will receive renewed attention, with projects intended to reduce bottlenecks that add to production costs and thereby encourage investment in productive assets and job creation.

Agriculture will receive specific support as well. Otti noted that a farmers’ database has been completed, using modern technology to match farmers with appropriate farm assets. The 2026 programme will include provisions for social and economic assistance to women and mothers, and schemes to enhance the competitive skills of young people so they can operate in a more demanding market.

On governance and civic participation, the governor urged eligible citizens to take advantage of the Independent National Electoral Commission’s continuous voter registration ahead of the next general elections. He also stressed security, describing Abia as one of the country’s safest places to live and travel, and warned that unlawful activity would be met with the full weight of the law.

Otti concluded by appealing to economic actors to cooperate with the government, emphasising that tax payments are an investment in a business-friendly environment. The package of measures for 2026 aims to consolidate gains from the last 31 months of governance and to create the conditions for sustained economic growth and improved public services across Abia State.
