The Fund for the Maintenance and Development of Basic Education and Valorisation of Education Professionals, known as Fundeb, is set to move R$370.3 billion in 2026, according to an interministerial ordinance published on 31 December 2025. The federal complement for 2026 rises by 23.3% in relation to 2025, adding R$13.1 billion in federal resources for basic education. Under the law, the Union’s participation reaches 23% next year, allocated as 10% for the Annual Value per Pupil complement, 10.5% for the Total Annual Value per Pupil complement, and 2.5% for the Result Annual Value per Pupil complement, which completes the progressive expansion of federal participation.
Education Minister Camilo Santana said the higher funding will have a direct impact on teachers, pupils and school infrastructure, adding that the government will use the additional resources to improve education quality across networks. Fernanda Pacobahyba, president of the FNDE, described Fundeb as a key instrument for equity in public education, citing priorities such as school infrastructure, teaching materials and teacher pay.
Legislation requires that at least 70% of Fundeb resources be used to pay education professionals in active service, reinforcing policies to value teachers and other school staff. The remaining 30% must be applied to Maintenance and Development of Education initiatives, including infrastructure upgrades, equipment and teaching materials.
The 2026 estimates assume 39.3 million public basic education enrolments. For the Result Annual Value per Pupil complement, 3,076 federal entities met the conditional requirements to receive those funds, signalling progress in adopting performance and management indicators aimed at improving educational outcomes.
Federal complements will be disbursed in 13 monthly instalments from January 2026 through January 2027, following the schedule set out in the interministerial ordinance. The FNDE will update the estimates every four months in line with New Fundeb rules, ensuring the figures remain aligned with revenue projections during the fiscal year.
Officials note that the growth in Fundeb revenues stems from higher projected tax and transfer collections linked to the fund and from the full application of the Union’s complement percentage. Authorities expect the additional funding to support both immediate needs, such as teacher remuneration, and medium-term investments in school facilities and learning materials.
As Brazil prepares to implement the higher funding levels, municipal and state education systems will monitor allocations and compliance requirements to ensure resources are directed to classrooms and to initiatives that raise educational standards across the country.
