UNICEF Seeks Contractors for Ethiopia WASH Rehabilitation in Somali Region

UNICEF Ethiopia has invited eligible firms to bid for a large-scale school sanitation and menstrual health project in the Somali Region. The request for proposals (RFP LRFP-2025-9201941) covers the rehabilitation and upgrading of water, sanitation and hygiene (WASH) and menstrual health management (MHM) facilities at secondary schools across the region.

The procurement notice seeks experienced contractors capable of delivering both civil works and MHM-specific installations that meet UNICEF standards for safety, accessibility and hygiene. The tender documents, including the full scope of works and eligibility criteria, are available on the 2merkato procurement portal.

Ethiopia WASH rehabilitation details

The RFP outlines technical and administrative requirements and emphasises separate submissions for technical and financial proposals. Bidders must submit a technical bid in one email and the financial bid in another, clearly indicating the RFP reference and whether the submission is technical or financial in the subject line. UNICEF will accept only email submissions and advises bidders to transmit proposals well ahead of the deadline to avoid late delivery.

Key dates published in the notice include a deadline for queries by 10:00 AM East African Time on 08 January 2026 and a closing date for proposals at 10:00 AM EAT on 12 January 2026, with submissions to be addressed to the UNICEF Addis Ababa Office via email. The notice also lists a pre-bid meeting scheduled for 31 December 2026 at 10:00 AM. Given the apparent inconsistency between the pre-bid meeting year and the other 2026 dates, prospective bidders are encouraged to seek clarification from UNICEF through the stated enquiry address.

All questions and requests for clarification should be sent to eth-supplyQAconstruction@unicef.org. The procurement team has stated that clarifications and any amendments will be posted publicly on the 2merkato tender page so that all prospective bidders have equal access to updates.

The project focuses on upgrading WASH infrastructure and improving menstrual health management facilities to ensure secondary school students—particularly adolescent girls—have safe, private and hygienic facilities. Upgrades may include water points, latrines, handwashing stations, waste disposal systems and female-friendly changing rooms that support menstrual hygiene needs and reduce school absenteeism tied to inadequate facilities.

UNICEF’s investment in school WASH and MHM is part of broader efforts to improve educational outcomes and public health in underserved areas. Contractors bidding for LRFP-2025-9201941 should demonstrate relevant experience, capacity for timely delivery and compliance with UNICEF’s safeguarding and quality standards.
