Transparency erodes privacy and creates new risks

Privacy and surveillance

Supporters of wide data access point to practical gains. Personalised services from major technology firms lower search costs and tailor recommendations. Writers such as David Brin have argued that reciprocal transparency can hold governments and corporations to account. Historically, thinkers from Plato to Jeremy Bentham saw public visibility as a tool to shape behaviour and public virtue.

But real-world examples have exposed how data can be collected and weaponised. The Cambridge Analytica scandal showed how personality data harvested through a Facebook app was repurposed for political campaigning. Researcher Alexandr Kogan’s app, which 270,000 users authorised, was able to access friends’ profiles under Facebook’s earlier API rules, ultimately yielding information from millions of accounts. That episode demonstrated how permissive technical environments and commercial motives can convert personal data into political influence.

More recent developments highlight the dangers when state actors or private actors misuse access. In India the Bhima Koregaon case became a flashpoint. Prosecutors cited material recovered from activists’ devices to support charges under a strict security law. Subsequent forensic work by independent consultants suggested some files may have been planted via malware, raising concerns about evidence integrity and the ease with which digital traces can be manipulated.

Security specialists such as Bruce Schneier caution that surveillance data rarely functions as an objective mirror. Agencies and corporations often search for patterns that confirm pre-existing hypotheses. When one party retains observational power while remaining opaque itself, transparency becomes one-way. Citizens are exposed without reciprocal scrutiny of institutions.

The policy challenge is therefore twofold. First, democratic states and responsible firms must tighten rules governing collection, retention and use of data. That includes clearer consent mechanisms, audit trails and limits on third-party sharing. Second, independent technical capacity is essential for verifying digital evidence. Robust, reproducible forensic standards would reduce the risk that malware or manipulation is used to frame individuals.

Practical safeguards can also preserve beneficial aspects of data-driven services while reducing harm. Privacy-preserving techniques, such as differential privacy and secure multiparty computation, can allow analysis without exposing raw personal records. Stronger antitrust enforcement and transparency requirements for algorithms would make it harder for monopolies to exploit data without oversight.

Ultimately, the question is not whether transparency is good or bad in absolute terms. It is how societies design institutions and rules so that openness increases accountability rather than concentrating power. The cases from Cambridge Analytica to Bhima Koregaon show how quickly technological openness can turn into a vulnerability if governance does not keep pace. For countries across the BRICS+ grouping, striking that balance will be central to protecting citizens while reaping the benefits of digital innovation.
