Hanoi Accelerates Land Clearance for Major Transport Projects in Vietnam

Hanoi authorities have reported significant advances in land clearance for priority transport projects, with officials urging continued coordination to keep construction on schedule and ensure communities are supported through relocation and resettlement.

Hanoi land clearance drives near-complete acquisition for Ring Road 4

Deputy Prime Minister Nguyễn Duy Ngọc praised recent changes in compensation and resettlement policies that he said have made the process fairer and more orderly for residents affected by expropriation. He noted that temporary housing and permanent resettlement sites now offer improved infrastructure, helping to maintain public consent and reduce delays.

At a meeting to review implementation of the Ring Road 4 project in the metropolitan region, Mr Ngọc singled out Hanoi and the neighbouring provinces of Bắc Ninh and Hưng Yên for delivering land clearance according to plan. Local authorities have completed the vast majority of land acquisition for the route, with around 1,425.82 hectares recovered out of a total 1,426 hectares, a completion rate of 99.99 percent.

The authorities have also completed the relocation of graves, construction of resettlement zones and the rerouting or removal of high‑voltage lines and other underground and aboveground utilities necessary to clear the corridor for construction.

Policy changes and public engagement reduced friction

Officials attributed the smooth progress to a combination of clearer policies, more comprehensive compensation packages and proactive public information campaigns. Municipal and provincial agencies worked to provide full information to affected households, creating the consensus needed to proceed with large‑scale projects such as the Ring Road 4 and other key routes including the Belt Road 2.5, National Route 6 and National Route 1.

Mr Ngọc instructed local governments and relevant agencies to continue implementing coordinated measures to sustain public agreement and to adhere to the established timelines for land clearance and construction. He emphasised that consistent communication and responsive handling of residents’ concerns are essential to avoid disputes that could delay progress.

Next steps to maintain momentum

Looking ahead, the Deputy Prime Minister asked the Ministry of Construction to work with Hanoi and neighbouring provinces to resolve difficulties in the supply of construction materials. He also urged authorities and contractors to seize favourable weather windows to accelerate works on parallel service roads and the main carriageway, ensuring the broader project timetable is met.

The progress in land clearance removes a major early obstacle for several high‑priority transport schemes. With land acquisition and utility relocation nearly complete in key sections, attention will shift to procurement, material logistics and rapid mobilisation of construction crews.

Authorities say they will keep prioritising support for resettled communities, ensuring new housing estates and infrastructure are ready to serve residents. If coordination on materials and scheduling remains effective, Hanoi’s transport projects are positioned to move quickly into sustained construction phases, improving connectivity and supporting economic activity in the capital region and beyond.
