Members of Hong Kong’s eighth-term Legislative Council formally began their four-year mandate on 1 January 2026, taking their oaths in a ceremony held in the city. The event, administered by Hong Kong Special Administrative Region Chief Executive John Lee, took place at 11:00 a.m. local time and was captured in official photographs distributed by Xinhua.

Hong Kong LegCo oath-taking ushers in new four-year term

The oath-taking marks a routine but constitutionally significant step for the city’s legislature. With the swearing-in complete, the Legislative Council (LegCo) can proceed to organise itself, elect presiding officers and begin preparing its agenda for the coming session. The eighth-term members will serve until early 2030, carrying responsibility for lawmaking, budget scrutiny and oversight of the government.

Officials described the ceremony as a formal acknowledgement of the members’ responsibilities to uphold the Basic Law and to serve Hong Kong’s public interest. Observers note that the timely transition helps ensure continuity in the work of the legislature, including deliberations on fiscal allocations, social services and measures to support economic recovery.

Although largely procedural, such openings are closely watched for indications of legislative priorities. Analysts expect lawmakers to focus on measures that bolster economic stability, attract investment and address housing and livelihood concerns. The new term will also see committees regroup and new bills scheduled for debate as part of the council’s business plan.

Chief Executive John Lee’s role as oath administrator is prescribed by local procedure for the inauguration of LegCo members. The administration emphasised the importance of a smooth handover and pledged cooperation between the executive and legislative branches to advance policies that benefit the city’s residents. The ceremony was carried out under orderly conditions and with official media coverage.

International and regional partners routinely monitor Hong Kong’s legislative developments for their implications on trade, finance and regulatory frameworks. Given the city’s role as a financial and commercial hub, legislative priorities can have wider effects on investor confidence and cross-border economic ties. Many businesses will be watching for clarity on measures related to market access and regulatory stability.

Looking ahead, the council’s schedule will be set by its presiding officers following internal elections, and members are expected to establish committee memberships. Public outreach and constituency work will also feature as lawmakers settle into their roles, with a focus on addressing local concerns raised by residents.

The oath-taking ceremony concluded without incident and symbolises the formal commencement of duties for Hong Kong’s lawmakers. As the LegCo moves into session, attention will shift to the substance of its agenda and how it intends to address both immediate and longer-term challenges facing the city.

Key Takeaways:

  • Hong Kong LegCo oath-taking on 1 January 2026 marked the official start of the eighth-term Legislative Council.
  • Chief Executive John Lee administered the oaths as members began their four-year term.
  • The ceremony signals the legislature’s readiness to pursue its agenda on economic and social priorities.
