Union Minister Ashwini Vaishnaw has confirmed that a dedicated Aadhaar Seva Kendra will be opened in Dharwad after elected representatives and residents raised concerns about a sharp reduction in enrolment capacity. Aadhaar Seva Kendra Dharwad to restore full-spectrum services
In a letter dated 30 December, Mr Joshi, who represents the area, highlighted that Dharwad’s Aadhaar infrastructure had been significantly scaled back. Where the constituency earlier had two Aadhaar Seva Kendras equipped with 24 ECMP (Enrollment Client Multi-Platform) kits, it now has a single centre in Hubballi operating with only four ECMP kits. That represents a net reduction of 20 ECMP kits and has sharply curtailed the district’s delivery capacity.
Mr Joshi explained that of the 79 functional centres across the region, 36 are UCL/CELC units that are limited to minor updates and child enrolment. These units cannot perform the full range of services. Key procedures such as mandatory biometric updates for residents aged between 5 and 15 years, and other updates that require ECMP hardware, are not possible at UCL/CELC centres.
Local reports and public protests underscored the human impact of the reduction. Students, senior citizens and residents from rural parts of the constituency were required to undertake long journeys to Hubballi to access full Aadhaar services. The disruption affected timely school documentation, welfare scheme enrolment and routine identity updates.
Responding to the concerns, Mr Vaishnaw, who holds the portfolios of Railways, Communications and Electronics and Information Technology, has given a formal assurance that a separate Aadhaar Seva Kendra will be opened in Dharwad. He acknowledged the gap highlighted by Mr Joshi and indicated that the matter would be addressed to restore service availability.
The announcement marks a prompt response from the central ministry after an elected representative elevated a local service issue to the national level. It also draws attention to broader operational challenges within the Aadhaar enrolment network, where a mix of full-service ECMP-equipped centres and limited-update units has produced patchy access in some districts.
Officials say restoring a dedicated ASK will not only shorten travel for residents but also reinstate the capability to perform biometric enrolments and mandatory updates in the district. That will be particularly important for children who require age-based biometric updates and for elderly residents who may find travel difficult.
