The Karnataka government has rolled out an upgraded online property management platform and is working to resolve technical issues caused by system integration, Minister Priyank Kharge said on Friday.
e-Swathu 2.0 Karnataka: What has changed
The Rural Development and Panchayat Raj Department has notified the Karnataka Gram Swaraj and Panchayat Raj (Tax, Rates and Fees of Gram Panchayats) Rules, 2025 and relaunched a revised e-Swathu software in line with those rules. According to Minister Kharge, the system has already accepted 8,886 online applications since its deployment.
Kharge acknowledged that some applicants experienced technical problems while submitting their forms. The government traced the issues to defects in the software prepared by the National Informatics Centre (NIC) and has initiated corrective measures. He said steps are being taken to patch the faults so service remains uninterrupted for the public.
Integration and technical challenges
The upgraded e-Swathu 2.0 has been integrated with several existing government systems, including Bhumi, Kaveri, Panchatantra, Mojini and the electricity supply companies’ (ESCOM) platforms. The minister explained that these integrations, while essential for a seamless service, have produced a number of technical and API-related problems that the teams are addressing.
To ease the transition, a new login for citizens has been created and the software has been modified to conform to the newly notified rules. Kharge said the changes aim to make transactions simpler and more transparent for property owners across rural Karnataka.
Services and public support
The public portal now allows citizens to apply for and download Form 11A or Form 11B relating to their property from their current location. The system accepts applications for properties listed in the Panchatantra software, assets outside the tax net, and filings for new single- and multi-storey apartment buildings.
There is no deadline for submitting applications through e-Swathu 2.0, the minister emphasised, and the absence of a time limit should reassure applicants. All submissions will be examined in accordance with the rules before relevant certificates and forms are issued.
Helpdesk personnel who operate the call centre have already received training, and a refresher training programme has been organised to handle queries and troubleshoot issues more effectively. The government has asked citizens to cooperate with departmental staff during the verification process.

Kharge indicated that technical teams from the NIC and the department are working closely to rectify the outstanding faults and restore full functionality. Citizens experiencing problems are encouraged to contact the helpline or submit their applications once the fixes are implemented.
By integrating multiple land and utility systems with e-Swathu 2.0, Karnataka aims to modernise property administration in rural areas and simplify compliance with the new 2025 rules. The state expects the improved digital platform to reduce paperwork, speed up approvals and improve accessibility for residents in panchayat jurisdictions.
