Jasa Raharja and the National Border Management Agency (BNPP) have signed a memorandum of understanding to strengthen insurance protection for people and vehicles at Indonesia’s international border posts. The agreement, finalised on Friday 2 January, sets the framework for compulsory passenger accident and road traffic insurance at Pos Lintas Batas Negara (PLBN).

The partnership is intended to harmonise policy, establish standard operating procedures and provide clear legal certainty for insurance services at border gates, where cross-border traffic of people and vehicles has risen significantly. Corporate Secretary of PT Jasa Raharja, Dodi Apriansyah, said the MoU realises the company’s role as the Indonesian National Bureau under the ASEAN Compulsory Motor Insurance scheme.
“This memorandum provides a foundation for joint work on motor insurance across borders. We want to ensure that protection for cross-border travellers is orderly, coordinated and supported by legal clarity,” Dodi said.
BNPP Secretary Komjen Makhruzi Rahman welcomed the collaboration as a practical step to strengthen PLBNs as more than geographic boundaries. He described the posts as public service gateways that must operate professionally to protect and assist citizens.
“Border areas play a vital role as the country’s gateway. Public services there must be integrated and focused on protecting people,” Makhruzi said, noting rising activity at both land and sea border points involving private vehicles and international public transport.
The scope of cooperation covers several strategic elements. Parties will provide operational support at PLBN, exchange and protect passenger and vehicle data, and develop an integrated digital information system. Jasa Raharja personnel will be stationed at border posts to assist in claims handling and to educate the public about safe driving on international routes.
Beyond immediate insurance coverage, officials stressed the public education component. Having Jasa Raharja staff at PLBN is expected to raise awareness about traffic safety and the proper procedures when accidents occur across borders.
As next steps the agencies will draw up a technical cooperation agreement and establish a dedicated working group to oversee implementation. Regular monitoring and evaluations are planned to ensure that travellers receive reliable and continuous protection.
Analysts say the move responds to growing cross-border mobility in Southeast Asia and aligns Indonesia with regional efforts to standardise compulsory motor insurance. By ensuring legal certainty and streamlined operations at PLBN, the partnership aims to reduce delays in claims processing and to provide faster assistance to accident victims.
