From 1 January 2026 Kazakh citizens will pay higher state fees for identity documents after the government raised the monthly calculation index (MRP) from 3,932 to 4,325 tenge. The increase affects passports, identity cards and driving licences, while some vulnerable and honourable groups will continue to receive documents free of charge.
Kazakhstan document fees
The MRP is used to calculate many administrative charges and fines in Kazakhstan. With the new MRP level, charges for commonly issued documents have been adjusted upward. The most notable changes include:
- Child passport (up to 16 years, 24 pages) — 17,300 tenge (4 MRP), previously 15,728 tenge.
- Passport (36 pages) — 34,600 tenge (8 MRP), previously 31,456 tenge.
- Passport (48 pages) — 51,900 tenge (12 MRP), previously 47,184 tenge.
- Identity card — 865 tenge (0.2 MRP). The identity card will be issued free for first-time applicants and for replacement on expiry.
- Driving licence — 5,406 tenge (1.25 MRP).
Additional rules govern repeat losses and special cases. If a person loses their identity card more than twice within a year, they will be required to pay the equivalent of 1 MRP (4,325 tenge) for replacement. Birth certificates remain free for first-time issuance, though re-issuing a lost certificate will cost 2,163 tenge (0.5 MRP).
Registration fees for civil status acts have also been updated. A marriage certificate now costs 4,325 tenge (1 MRP), while divorce registration is set at 8,650 tenge (2 MRP).
Who receives documents free of charge
The Kazakh government maintains exemptions for a range of categories. Free issuance applies to:
- Heroes of the country and recipients of high state awards.
- Mothers of large families with honorary titles.
- War veterans and participants in combat operations.
- People with disabilities and parents of children with disabilities.
- Residents of social care institutions who are elderly.
- Orphans and children under full state care.
- Persons affected by the Chernobyl disaster.
Officials note the MRP revision in January 2026 forms part of a broader package of adjustments to social and fiscal policy. Alongside the MRP and minimum living standard updates, Kazakhstan updated tax rates, fines and tightened tax oversight of mobile transfers. Pension payments and some social benefits were increased at the same time, and rules for mandatory social health insurance were revised.
For individuals planning travel or official procedures in 2026, the higher fees will raise the cost of replacing or obtaining documents. Citizens and advisers should check the official government portal or local registration offices for detailed guidance and to confirm fee waivers for eligible groups.
