Odisha Elevates Two Senior IAS Officers to Apex Grade

The Odisha government has promoted two senior Indian Administrative Service officers to the Apex Grade, in notifications issued by the General Administration & Public Grievance Department. The appointments, effective from 1 January 2026, mark a routine but significant reshuffle at the top of the state bureaucracy.

Dr Arabinda Kumar Padhee, a 1996-batch IAS officer of the Regular Recruitment cadre, has been elevated to the Apex Grade under Level-17 of the Pay Matrix as per sub-rule (2)(i) of Rule 3 of the IAS (Pay) Rules, 2016. Following his elevation, Dr Padhee has been appointed in the rank of Additional Chief Secretary and will continue in his current position in situ until further orders are issued.

In a parallel move, Sushil Kumar Lohani, a 1995-batch IAS officer (Regular Recruitment cadre), has been granted a proforma promotion to the Apex Grade under sub-rule 5 of Rule 8 of the IAS (Pay) Rules, 2016. The proforma promotion recognises his seniority and experience while preserving cadre and posting arrangements pending further administrative orders.

Odisha IAS promotions 2026 key appointments

The promotions reflect the state administration’s process for acknowledging long service and seniority among its top officers. Apex Grade appointments carry both symbolic and practical weight: they confirm an officer’s place in the highest pay band and typically accompany responsibilities at the level of Additional Chief Secretary or equivalent.

Dr Padhee’s elevation to Additional Chief Secretary consolidates his standing within the state government. Sources within the administration noted that keeping him in his current role in situ aims to maintain continuity in key portfolios while the government finalises any subsequent transfers or assignments.

Sushil Lohani’s proforma promotion follows established service rules and preserves his progression within the IAS pay structure. Proforma elevations are a recognised administrative mechanism to align pay and seniority while ensuring that postings and other personnel processes proceed in an orderly manner.

Officials said the General Administration & Public Grievance Department issued the notifications as part of routine cadre management. Such measures serve to maintain an experienced leadership core that can steer policy implementation and public administration across sectors including health, education and infrastructure.

Analysts of state administration describe these promotions as part of normal career advancement within the civil service. They do not signal immediate large-scale reshuffles but do provide clarity on seniority and entitlement. Observers expect any consequential postings or changes to be announced in due course by the state government.

For citizens and stakeholders, the appointments offer reassurance that senior administrative positions remain staffed by officers with long service and expertise. They also reflect the procedural transparency within the state’s personnel management, with promotions referenced to specific provisions of the IAS (Pay) Rules, 2016.

The government image accompanying the notification highlights the formal nature of the process. As the year progresses, further administrative adjustments may follow as departments and political leadership assess priorities and allocate responsibilities among the senior cadre.
