Osun State Governor Ademola Adeleke has welcomed BudgIT Nigeria’s Third Quarter 2025 Fiscal Transparency Report after the state scored a perfect 100 per cent, placing it among just 11 states across the country to achieve the top mark.
Osun fiscal transparency ranking
In a statement issued by Mallam Olawale Rasheed, the governor’s spokesperson, Adeleke said the result was ‘‘a fantastic New Year gift for the good people of Osun State’’ and a clear validation of his administration’s commitment to open governance and accountability. The report, cited by PUNCH Online, marks the highest performance by Osun in more than a decade.
BudgIT’s fiscal transparency assessment examines the availability, timeliness and completeness of public finance documents, the functionality of e-procurement portals and the public accessibility of fiscal data. Officials in Osun highlighted that strong performance across those criteria underpinned the perfect score.
Governor Adeleke said the ranking dispels critics’ claims about the state’s management and reflects improvements achieved over the past three years. ‘‘We run a transparent, due process-driven administration. Across sectors, our budgetary process continues to receive accolades,’’ he said.
The Commissioner for Budget and Economic Planning, Professor Moruf Adeleke, described the rating as evidence that the state government is being run transparently, with timely budget implementation and open procurement processes. He thanked the governor for giving the team the freedom to manage fiscal processes in line with national and international best practice.
Beyond the BudgIT ranking, the governor pointed to other measurable gains. Osun led the South-West in primary health care access, improved its national examination ranking from 33rd to 7th, reduced state debt by over 40 per cent and made significant cuts to infrastructure deficits. Officials say those outcomes complement the transparency drive by demonstrating both effective planning and delivery.
Analysts and civic groups say high fiscal transparency scores can strengthen investor confidence, reduce the cost of capital for states and encourage better oversight from citizens and civil society. For state governments, clear public finance reporting and functioning e-procurement systems make it harder for irregularities to persist and easier to attract partnerships.
BudgIT, a civic tech organisation that tracks public budgets and spending, regularly publishes league tables and transparency reports to promote accountability in public finance. This latest Q3 2025 report highlights states that have improved the accessibility and quality of their fiscal data, offering a comparative snapshot for policymakers and the public.
While the governor’s office hailed the result as confirmation of good governance, observers say sustaining high transparency will require continuous publication of timely budget documents, routine updates to procurement portals and sustained oversight. If maintained, the Osun fiscal transparency ranking could serve as a model for other states seeking both better governance and stronger economic prospects.
Images accompanying the report show Governor Adeleke participating in official briefings and overseeing budget presentations. The state government has pledged to continue publishing fiscal information and improving service delivery as part of its broader development agenda.
