The Uttar Pradesh government issued promotion orders on Wednesday making eight incumbent secretariat officers equivalent to Special Secretary posts. The officers elevated to Special Secretary rank are Devi Shankar Shukla to the Food and Supplies Department, Lal Bahadur Yadav to the Agriculture Department, Dr Dhuvrapal to the Home Department, Avdhesh Kumar Khare to the Gopan Department, Prem Kumar Pandey to the Finance Department, Kunwar Makrand Singh to the Finance Department, Anand Prakash Singh to the Rural Engineering Department and Neerja Saxena to the Forest and Climate Change Department. Each officer will continue to serve in their present postings while discharging responsibilities at the higher grade.
Alongside these eight promotions, the government also raised nine Under Secretaries to the rank of Joint Secretary and promoted eight Assistant Secretaries to Under Secretary. The orders, signed and circulated by the state administration, take effect immediately and reflect a routine upscaling of seniority within the secretariat service.
Officials and staff have described the moves as measures that will help maintain momentum on departmental work by placing experienced administrators in roles with greater responsibility. The Secretariat Union welcomed the promotions. Dharmaendra Kumar Singh, vice‑president of the association, along with other office‑bearers, expressed gratitude to the Chief Minister and to Principal Secretary to the Chief Minister Sanjay Prasad and Principal Secretary, Secretariat Administration, Manish Chauhan for approving the orders. The union highlighted that the decisions acknowledge the service and seniority of career secretariat officers.
Promotions within the secretariat service are an established mechanism to refresh administrative leadership without changing departmental continuity. By confirming officers in equivalent Special Secretary ranks while retaining them in their current departments, the administration avoids transitional gaps that can slow decision making and programme delivery.
Finance and agriculture departments feature prominently among the promotions.
