Uttar Pradesh Chief Minister Yogi Adityanath convened a focused review of state finances on Friday, pressing departments to speed the utilisation of budget funds so ongoing projects and welfare schemes reach beneficiaries on time.
Uttar Pradesh budget utilisation and next steps
The meeting brought together officials from the Finance Department and heads of the 20 departments with the largest allocations for the 2025–26 financial year. Presentations outlined approvals, departmental allocations and actual expenditure to date against the current budget. The Chief Minister identified departments where spending remains slow and ordered immediate corrective action.
Yogi Adityanath instructed senior officials to ensure that allocations are spent within stipulated timelines and that pending releases are issued without delay. He directed the Finance Department to disburse any withheld portions of allocated budgets immediately and told ministers and senior administrative officers to hold monthly coordination meetings to accelerate implementation.
To strengthen follow‑through, the Chief Minister emphasised clear lines of responsibility and accountability. Officers were warned that negligence would not be tolerated and urged to take timely decisions that prevent implementation bottlenecks. The review also stressed the need for decisive action on the ground, noting that delays in decision‑making are a primary cause of slow budget utilisation.
Several departments receive central funds under specific schemes. Mr Adityanath directed concerned ministers, Additional Chief Secretaries and Principal Secretaries to actively pursue central releases. Officials were asked to travel to Delhi where necessary, send formal communications and follow up by phone. The Chief Secretary was asked to coordinate these efforts and the Chief Minister’s Office will issue letters identifying departments with slow spending.
Looking beyond the current year, the Chief Minister ordered the Finance Department to begin early reviews of budget demands for 2026–27. The department must assess expenditure trends over the past five years before allocations are finalised and prepare a new action plan to improve delivery. Strengthening coordination with the central government for timely release of central allocations was also made a priority.
Officials at the meeting presented updated progress reports from each of the 20 major departments, highlighting approvals, releases and actual disbursements. The review is intended to translate allocations into visible results on the ground, from infrastructure works to social welfare schemes. Faster spending, the state reasoned, will mean projects are completed to schedule and citizens begin to see benefits sooner.
By ordering quicker releases and closer monitoring, the state aims to reduce underspend and ensure that the budget’s intent is realised. The combination of monthly coordination, central engagement and five‑year expenditure reviews is designed to create a sustained improvement in Uttar Pradesh budget utilisation and project delivery into the next fiscal year.
